Artificial intelligence is already reshaping how people learn, teach and work. Yet one of its most promising applications in vocational education may not be found in the classroom at all. A recent OECD analysis points to a less visible but potentially more transformative opportunity: using AI to strengthen the way vocational education and training (TVET) systems develop qualifications, update curricula and respond to changing labour market needs.

The report draws on contributions from more than 290 stakeholders across 25 countries, supported by ten country case studies and 31 practical use cases. Its findings suggest that AI could help TVET systems become more agile, responsive and evidence-based at a time when industries are evolving faster than traditional curriculum development processes can often keep pace.

TVET Systems Risk Becoming Outdated Before New Qualifications Reach Learners

These tasks often require significant time and resources. AI can accelerate parts of the process, allowing experts to focus on validation, stakeholder consultation and strategic decision-making.

AI adds value when it strengthens expert judgement rather than replacing it.

Importantly, vocational education relies on trust. Employers, educators and industry representatives need confidence that qualifications accurately reflect workplace realities. This confidence can only be maintained when AI remains a tool that supports professional judgement rather than a mechanism that replaces it.

The future of AI in TVET is therefore unlikely to be fully automated. It is far more likely to be collaborative.

The Opportunity Lies in Better Skills Intelligence

One of the most compelling opportunities highlighted by the OECD report is the use of AI for skills intelligence.

Labour markets generate vast amounts of information through job advertisements, occupational databases, employer surveys, sector studies and workforce forecasts. The challenge is no longer access to data, but the ability to process and interpret it effectively.

AI can help identify emerging occupations, detect changing competency requirements and uncover patterns that might otherwise remain hidden. This enables policymakers, qualification agencies and training providers to make more informed decisions about curriculum updates and programme development.

For countries seeking to strengthen workforce competitiveness, this shift from reactive to proactive skills planning could become one of the most valuable contributions of AI.

A New Market Opportunity for Education Solution Providers

Much of the current discussion around AI in education focuses on learning platforms, tutoring systems and content generation. While these applications are important, the OECD analysis points towards a broader opportunity.

As TVET systems seek to become more responsive and data-driven, there is growing demand for solutions that support curriculum development, qualification design, occupational analysis, skills forecasting, assessment frameworks and competency mapping.

This creates opportunities for education technology providers, publishers, curriculum specialists, training equipment manufacturers and organisations working in qualification and standards development.

The next AI opportunity in TVET may be system development rather than classroom delivery.

The emergence of modular learning pathways, micro-credentials and more flexible skills frameworks will only increase this demand. Managing these increasingly complex systems requires better tools, better data and better ways of connecting education provision with labour market realities.

Implementation Remains the Greatest Challenge

Despite growing interest, AI adoption in TVET development remains uneven. According to the OECD survey, awareness or use of AI in curriculum and qualification development was reported by 41% of policymakers, 36% of industry representatives and only 21% of education providers.

This gap highlights an important reality. The challenge is rarely the technology itself. More often, it is linked to data quality, digital capacity, AI literacy, governance frameworks and institutional readiness.

Without investment in these areas, even the most advanced AI solutions are unlikely to achieve meaningful impact. Successful implementation depends not only on tools, but on the people and organisations using them.

The biggest barriers to AI adoption are institutional, not technological.

Trust Must Remain the Foundation of TVET

Vocational qualifications have value because employers trust them. Learners invest in them because they expect them to lead to meaningful opportunities. Governments support them because they contribute to workforce development and economic growth.

Faster development processes must never come at the expense of quality and credibility.

As AI becomes more integrated into qualification and curriculum development, transparency and accountability become increasingly important. Stakeholders need to understand how AI-generated recommendations are produced, which data sources are being used and where human oversight remains essential.

Efficiency matters. But in vocational education, credibility matters even more.
