Uzbekistan: A Market at a Turning Point
Uzbekistan is at a critical implementation phase of its education and skills reforms.
Key indicators underline the scale and urgency of the transformation:
- Education expenditure has increased by over 230% since 2017, reaching close to 7% of GDP
- The government aims to increase higher-education enrolment from ~38% to 50% by 2030
- More than 300 TVET institutions are undergoing phased modernisation
- Over 1,500 public schools have introduced STEM laboratories, robotics, or digital learning components
- Approximately 600,000 young people enter the labour market each year
In parallel, Uzbekistan is accelerating its digital and green transitions:
- The AI Development Roadmap 2030 mandates AI and digital competencies across education levels
- IT Park Uzbekistan hosts 1,600+ companies and generated USD 400+ million in IT service exports, driving demand for advanced digital skills
- The country targets 25% renewable energy generation by 2030, with an estimated 500,000 green jobs emerging over the next decade
This convergence of policy ambition, funding, institutional demand, and workforce pressure places Uzbekistan at a decisive moment — one where international expertise is actively sought and absorbed.

Asian Development Bank Uzbekistan
ADB provides strategic insight into education reform, human capital development, skills investment and development priorities in Uzbekistan. Discussions are expected to focus on TVET modernisation, workforce development, digital transformation and future skills.
World Bank Uzbekistan
The World Bank is currently preparing new initiatives in TVET and skills development, with strong interest in educational technologies, workforce readiness and innovative training approaches. The meeting will provide insight into emerging investment priorities, early market engagement opportunities and areas where international expertise may contribute to future programme development.
Turin Polytechnic University in Tashkent
A leading international engineering university with strong industry links and a Bologna-based academic model. Discussions will focus on engineering education, AI, cybersecurity, practical learning, industry cooperation and future workforce skills.
New Uzbekistan University
A flagship institution focused on engineering, innovation and future talent development. Key areas include chemical and materials engineering, mechanical engineering, IT and software engineering, renewable energy and industry collaboration.
Tashkent Vocational Training Centre
A practical training institution offering insight into technical and vocational education delivery, employer engagement and workforce preparation. Areas of relevance include welding, electrical engineering, industrial technologies and IT training.
Additional meetings with government stakeholders, education-related ministries, industry representatives and business organisations are being explored.

International travel, accommodation, visa costs, insurance, meals and personal expenses are not included.
